You need to check if your ports 6112 to 6119 are opened or forwarded. Thre's a utility that checks if your ports are opened:
PortForward.com - Free Help Setting up Your Router or Firewall
, if they're closed Garena Host Bot won't work. If you have a router find out how to forward your ports on that site.
